High jumping-off for a solid foundation
In the late 1990s, with the reform of China’s petroleum operating system, Sinochem Group accelerated the market-oriented transformation of its petroleum sector and decided to construct the Quanzhou Refinery Project for the purpose of making breakthroughs in the energy segment, fostering a strong support for its main business covering crude oil exploration and development, crude oil trading, product oil marketing, etc., and building an independently controlled complete industrial chain integrating oil exploration and development, oil processing, and oil products marketing..
The project set a high jumping-off goal of being “domestic leading and world class” when designed. In the construction stage, leading technologies at home and abroad were adopted for the main equipment. In the design and construction stages, a working group was set up to digest, absorb, and renovate the introduced technologies. Upon optimization, in the design stage, seven late-mover advantages of refining equipment were determined, including leading scale, leading process route, leading process combination, flexible product adaptability, leading product quality, advanced environmental protection facilities, and low energy consumption.
In 2014, the refining project with a capacity of 12 million tons/year was officially put into operation as a key step to form a complete energy industry chain.
High standards for quality upgrading
When Sinochem Quanzhou Petrochemical was completed and put into operation, international oil prices continued to fall and all links of the petroleum industry chain were severely impacted. In this context, by eliminating bottlenecks, optimizing product structure, developing new products, and carrying out in-depth technical improvements, the introduced technologies were carefully digested and absorbed, and the product quality was upgraded.
The adjustable range of diesel/gasoline ratio is an important measure for a refinery’s processing flexibility and a key means for Sinochem Quanzhou Petrochemical to enhance its market competitiveness. It has boasted an adjustable range of (kerosene + diesel)/gasoline ratio exceeding 3 times. Being market-oriented, new products such as polypropylene and asphalt have been developed to more flexibly adapt to the market. In particular, its 70# asphalt has contributed much to the balance and high-load operation of heavy oil. Thanks to the increasing processing load rate from 2014 to 2018, all advanced equipment could operate at full load and with high efficiency to make the most of their performance.
High requirement for harmonious development
Sinochem Quanzhou Petrochemical has valued resource saving and formed a low-input, low-consumption, low-emission, and high-efficiency growth mode in constructing this national and provincial key project. In terms of main process equipment, the international advanced technology of “large residue oil hydrogenation + small delayed coking” has been adopted to process heavy and poor crude oil and in the daily production and operation process, continuous innovation and energy saving were carried out. In terms of management, Sinochem Quanzhou Petrochemical has been implementing energy saving and consumption reduction indicators level by level, strengthening dynamic tracking and assessment, effectively practicing social responsibility, and efficiently advancing sustainable development.
Great achievements have also been made in energy conservation and environmental protection upgrading through innovative energy saving and consumption reduction, product quality control, environmental technology breakthroughs, etc. Quality upgrading of gasoline/diesel has been completed ahead of schedule to provide the ability for producing China VI gasoline/diesel; deep desulfurization of MTBE products has been achieved by innovatively introducing the deep desulfurization technology of extraction and distillation for blending and harmonization of high grade gasoline; the advanced treatment technology has been employed for waste water, waste gas, and waste residue, making the emissions of all pollutants far below the environmental control standards. Sinochem Quanzhou Petrochemical was awarded the “Energy Efficiency Leader in the Crude Oil Processing Industry” and the “National Advanced Environmental Protection Entity in the Petroleum and Chemical Industry during the 12th Five-Year Plan”.
